The Government and people of Afghanistan have strong aspiration for an education system which is able to promote and sustain stability, and socio‐economic development in Afghanistan. This notion requires the formation of an accountable, responsible, committed and resultoriented education system in Afghanistan. This ministry as an important integral part of the GoA has the national and constitutional mandate, not only to develop a conducive environment for education but also has the obligation to reach each and every child of the country. The decisions, plans and policies this ministry formulates and the services it provides are the key pre‐requisites for the restoration of peace, stability and socio‐economic development at the grass root level. MoE is striving hard to fulfill its responsibilities to the people of Afghanistan and the international community. Transparency and accountability in its operations, reporting its achievements, monitoring its activities and evaluation of the performance information is a requisite both by the public and the donor community. Thus the Ministry of Education is affirmed to move towards result based management of education development in order to fulfill its national and constitutional obligation to the people of Afghanistan and deliver on its international commitments namely MDGs and EFA.....

The Education Management Information System is a web based system that connects MoE staff across the country. The main goal behind developing of Education Management Information System is to ease the administration work and provide a central database to Ministry of Education of all schools in Afghanistan. The second goal of this EMIS is to keep all the record in a systematic manner. Currently all the records are being maintained in different manual registers, which is in fact a very tedious and time consuming process along with the occurrence of multiple mistakes and the process is pretty lengthy. The present system is not responsive to the user as it is needed, so there is a need of computerization. This new automated system will shrink the voluminous registers of present system into the memory of computer. It is also understood that the computerized system is most responsive to the user in time line in computerized system, and less user labor is required and there are less chances of mistakes too. This will facilitate the process of placing orders, registering, adding or editing of the items and will also help in making reports of information.

Schools Management System is a web based application project to keep track all activities of Concern schools with Ministry of Education in Afghanistan. The SMS stores schools information, school infrastructure and equipments, and publishing new schools in Afghanistan. The SMS system keeps the records of the student enrollment and student exam result, that how many students are present, absent, failed, passed, permanent absent and temporary absent. It also evaluates that who is involved in this school. How many teachers are there? How many male and female teachers are exists. The SMS has separated pages for Shura as well. Most of the schools have shura for improvement of school activities. The SMS generates reports according to the user required. SMS (Schools Management System) is a management system for the government and non government schools, such as General Education, Islamic Education, Teacher Education, Technical and Vocational Education and Community based Education. The complexity of the current system can be diminished with the installation of the SMS in the Ministry of Education. The Ministry of Education process is going to change into the digital activity. The traditional or manual searches are to change into the computer search. The procedure of the current system takes a lot of time, but the SMS saves a great deal of time in the due course. Maintenance of the data is a big problem. As it is kept in many books and the books are innumerable shelves, with the help of SMS it can be saved in just one place that is MS SQL database. Sometimes the important data are lost because of exchange of many documents among different departments. So, with the help of SMS the schools do not need too much data to exchange. The documents format of the current system is in only one language. It is either written in Pashto or Dari. In contrast, the SMS is localized in three languages i.e. Pashto, Dari and English. The manual system lacks the accuracy, but the SMS maximizes it.

The Student Management System is another web based application project, which contains student related data. It registers students in online web system from schools. It stores the attendance, dropping out, detail marks, and results of the students. Employee Management System is also a web based application project, which stores all teaching staff (teachers) and non teaching staff (Employees, Ajirs), personal and professional information in the system. The system generates different types of reports according to the end user perspective. The Complaints Management System is another web based application project, which expresses complaints toward misconducts of MoE staff at various level, schools headmistress, principle and teachers as well as general problems related to the service delivery made by education ministry with all its consequence. It registers complaints in online web system from the area where the complaints office is operated or uploads complaints information received through various channels (by person, email, telephone, complaints box, civil society and media). Complaints mechanism is one of the best ways for any type of organization to identify vulnerability to administrative corruption and taken action against it, which MoE leadership fully support that. The system generate different types of reports such as number of total complaints, total and gender wise complainers, geographical base, based on type of misconduct, number of complaints rejected, inspected and resolve, under inspection/investigation, referred to AGO, administrative disciplinary action taken.

Infrastructure Management System is another web based application project to keep track of monitoring and evaluation of the activities of all MoE construction projects. It has been developed in order to support the Infrastructure Services Directorate (ISD). This System has new project registration section, which stores the individual project related data. The System has also a Monitoring Section, where the monitoring people are able to evaluate the system and enter the data accordingly. The System has a Handover phase too. When the contractors complete projects, the responsible person helps the contactor handover the final successful project. The System generates registration, monitoring and handover reports according to the users’ perspective. It also has a survey for the shura members who try to find the answers to the questions listed in the system. The questions are like “ Why don’t people send their daughters to school?”, “What should a girl school look like?” etc. The administrator can also add other questions into the system. The MoE Plan Directorate specifies the targets for a year, quarter or month. Then the MoE Plan Directorate evaluates the achievements by monitoring the activities in a specific program or sub program. The system is only accessed by authorized persons. The System generates different types of reports like narrative report on national and provincial level, yearly or monthly tabular report in excel with charts, and quarterly reports of the achieved indicators.
